The Kerr County Flood: Were there Delays in Emergency Alerts?

The Kerr County flooding of July 4, 2025, had a variety of significant effects reported by July 6, 2025. CNN cites the flooding tragedy along the Guadalupe River resulted in at least 120 deaths and over 160 missing persons by July 10, 2025.

The U.S. Department of Defense's Defense MEteorological Satellite Program’s (DMSP) decision to stop providing satellite weather data to NOAA, effective July 1, 2025, may have impacted flood forecasting, as reported by NPR.

The U.S. Department of Defense will no longer provide satellite weather data, leaving hurricane forecasters without crucial information about storms as peak hurricane season looms in the Atlantic.

For more than 40 years, the Defense Department has operated satellites that collect information about conditions in the atmosphere and ocean. A group within the Navy, called the Fleet Numerical Meteorology and Oceanography Center, processes the raw data from the satellites, and turns it over to scientists and weather forecasters who use it for a wide range of purposes including real-time hurricane forecasting and measuring sea ice in polar regions.

In late June, the Department of Defense announced that it would no longer provide that data, according to a notice published by the National Oceanic and Atmospheric Administration, NOAA. The termination date was originally the end of June, but after an outcry from scientists and forecasters, it was updated to the end of July, according to the Navy.

"I was surprised, given how important it is for forecasting hurricanes and monitoring important features like sea ice," says Brian Tang, a hurricane researcher at the University at Albany. "This is data that forecasters use regularly."

The Navy did not respond to questions about why it has stopped sharing the data with scientists and forecasters.

A spokesperson for the U.S. Space Force, which is responsible for the satellites, said in a statement that the satellites and instruments are still functional, and the Department of Defense will continue to use them even as it cuts off access for scientists.

"It's not an issue of funding cuts," says Mark Serreze, the director of the National Snow and Ice Data Center, a federally funded research center in Colorado that has relied on the soon-to-be-terminated Defense Department data to track sea ice since 1979. "There are cybersecurity concerns. That's what we're being told."

The Navy did not respond to questions about what those specific concerns might be. In a statement, a Navy spokesperson wrote only that, "the program no longer meets our information technology modernization requirements."

Tracking hurricanes as they form

The Department of Defense collects satellite weather information because it has ships and planes operating all over the world, and needs information about conditions in the oceans and atmosphere.

But the Defense Department data also allow hurricane forecasters to see hurricanes as they form, and monitor them in real-time.

"What we can do with the data is we can see the structure of hurricanes," Tang explains, "Sort of like an MRI or X-ray."

For example, hurricane experts can see where the center of a newly formed storm is, which allows them to figure out as early as possible what direction it is likely to go, and whether the storm might hit land. That's important for people in harm's way, who need as much time as possible to decide whether to evacuate, and to prepare their homes for wind and water.

The data also allows forecasters to see when a new eyewall has formed in the center of the storm, which can indicate that the hurricane is about to intensify. For example, Tang says, forecasters at the National Hurricane Center used the data from Defense Department satellites to observe a circular eyewall forming in Hurricane Erick earlier this month as it moved over the Pacific.

"That was a really good indication that the storm was about to intensify much more quickly than the computer models indicated it was going to intensify," Tang says, which allows forecasters to publish early warnings. The storm hit Mexico as a destructive Category 3 hurricane.

NOAA, which oversees the National Hurricane Center, says the loss of the Defense Department data will not lead to less-accurate hurricane forecasts this year. In a statement, NOAA communications director Kim Doster said, "NOAA's data sources are fully capable of providing a complete suite of cutting-edge data and models that ensure the gold-standard weather forecasting the American people deserve."

Other satellites, operated by NASA and NOAA and by other countries, collect similar data, Tang says. But hurricanes form and intensify so rapidly that forecasters need near real-time information, which requires as many satellites as possible since no one sensor is always pointed at a given storm. Without the Defense Department data, there will be bigger gaps in time when forecasters will not know the current conditions inside a storm. That could lead forecasters to be surprised when a hurricane suddenly intensifies.

That's particularly concerning because, as the Earth heats up, large, rapidly intensifying hurricanes are getting more common. Storms that gather strength quickly right before they hit land are particularly deadly because people have little time to prepare and evacuate.

A scramble to keep monitoring sea ice

The Defense Department satellites were also the main source of real-time information about changes to sea ice.

Sea ice data is important for a lot of reasons. Permanent sea ice in the Arctic and Antarctic is shrinking rapidly because of climate change, and the exact amount of ice fluctuates dramatically over the course of each year.

In any given year or season, the amount of sea ice in the Arctic informs international shipping decisions, because when there is less sea ice around the North Pole, ships can take shorter routes across the globe.

On the other end of the planet, sea ice helps slow the melting of glaciers in Antarctica, which threaten the planet with catastrophic sea level rise if they collapse.

Now, as a result of the Defense Department's decision, six widely used datasets about sea ice at both poles will be interrupted, according to the National Snow and Ice Data Center.

"We've been very reliant on these data for many years," explains Serreze, the director of the center. He says the Defense Department had warned him that the data would no longer be available after September.

Serreze's team had already planned to switch to an alternate source of sea ice information: a sensor on a satellite operated by the Japanese government. The U.S. has access to data from that sensor through an agreement between NASA and the Japanese government's space agency.

But they thought they had months to make the switch, which requires a lot of labor-intensive calibration.

And this is happening in the middle of a record-breaking year: so far in 2025 there is less sea ice in the Arctic than any other year since satellite records began in 1979.

WASHINGTON, June 23—The United States and the Soviet Union have reached virtual agreement on the draft of an accord to outlaw techniques for changing the weather for military purposes, American officials said today.

The language of the document was worked out in discussions held in Geneva last week and is now being submitted to both governments for further study before final agreement can be announced. One senior official said that some minor disagreement remained.

American officials declined to make public the draft text, but they said it was couched in broad terms. They said it had been reasonably easy to negotiate because both sides were in philosophical agreement on the problem.

It is uncertain whether the agreement will be made public at the summer session of the Geneva conference of the Committee on Disarmament, where a ban on environmental warfare is on the agenda. The disarmament conference reconvenes tomorrow.

Signing at Summit Possible

It is possible that Moscow and Washington may decide to put off final agreement until the meeting between President Ford and Leonid I. Brezhnev, the Soviet Communist party leader, tentatively set for this fall in Washington.

The negotiations on maninduced weather changes arose from last year's meeting in Moscow between Mr. Brezhnev and President Richard M. Nixon.

In their final communiqué, the two leaders said that in an effort to “limit the potential danger to mankind from possible new means of warfare,” they had decided that the two countries should explore the problem.

The communiqué said that “scientific and technical advances in environmental fields, including climate modification, may open possibilities for using environmental modification techniques for military purposes.” These could have “widespread, long‐lasting and severe effects harmful to human welfare,” it said.

Little Current Activity

One American official said neither the Soviet Union nor the United States was apparently devoting much effort to environmental warfare at the present time. Therefore, he said, the purpose of the accord would be to head off a problem rather than limit current activity. He said it fell in the category of such preventive accords as the treaties that bar nuclear weapons from orbit around the earth and the seabed.

The main American advocate of an agreement banning environmental warfare has been Senator Claiborne Pell, Democrat of Rhode Island. He publicized a secret rain‐.making program in Indochina during the Vietnam war to increase normal monsoon rainfall and make North Vietnamese movements more difficult.

Mr. Pell succeeded in July. 1973, in inducing the Senate to vote 82 to 10 in favor of a resolution urging the Administration to seek a treaty banning environmental warfare.

Mr. Pell said today that he was pleased to hear that the Soviet Union and the United States were closer to an agreement. He has said that potentially dangerous environmental warfare could involve climate control by melting the polar ice, steering of hurricanes, manipulation of rainfall, and artificial inducement of earthquakes and tidal waves.

Advocates of the ban on environmental warfare have acknowledged that in some areas such as rain‐making, weather modification can serve peaceful purposes and that research in such fields should continue.

Mr. Pell said today that there could he tough questions on whether a particular action was peaceful or military. For instance, he said, artificial dispersion of fog from an airport could be peaceful, but if a country wanted to bomb that airport it was military.

Soviet interest in the ban on environmental warfare apparently arose in 1973 when Mr. Brezhnev visited Washington and was reported impressed by a conversation he had with Mr. Pell.

After last summer's summit session, the Soviet Union called for a ban on environmental warfare in the United Nations General Assembly, which referred it to the disarmament conference in Geneva.

The Soviet proposal was reportedly more specific than what is now being worked out by Moscow and Washington.

The delegations of the two sides are led by Thomas D. Davies, assistant director of the Arms Control and Disarmament Agency, and Yevgeny K. Fedorov, director of the Soviet Institute of Applied Geophysics.

The delegations met for the first time last November in Moscow and the second round of talks was held in Washington from Feb. 24 to March 5. The latest round of discussions was held in Geneva from Monday to Friday and is in indefinite recess.

They know. And it’s not enough for them to lie and avoid taking responsibility, pretending to be “transparent”. What the heck makes a 25-year-old have the authority to manipulate the weather — and he is brazen! He’s brazen because he knows no one can touch him…

Do we need full-time advocates to fight these things in the legal system? Yes!

If you can’t fight, then Share;)! Support those who do fight… because soon, it won’t be enough to sit back and read about it… you’ll have to support those who fight back at personal loss… because not everyone can fight.

Mindy grew up in Hendersonville, and lost everything in the Hawaii fires. Now she is located in Weaverville, NC. I spoke with her today.

At the time of Helene, Mindy lived in her home in Florida. Winds went up to 185 mph. While her Mom died a while back, Mindy inherited her home but had not lived in it until she was without power for five days in Florida. She came up to the area to help, and the rest is history.

With the help of friends, Windy helps many people in the community and beyond, organizing a hub of constant support for disaster relief. She has worked with Search And Rescue, assisted with providing food, propane, and medical care, and helps provide wellness checks for those who cannot travel, especially the elderly.

FEMA was supposed to extend the hotel vouchers, so of course they have to pull more evil. It’s unbelievable that any human being would kick them out of shelter, and that they wouldn’t just do the right thing and let them stay. Worry about getting reimbursed later.

But anyway, besides Shawn, there are many other charities and efforts who have sheltered residents from the cold.

WHERE ARE THE CHURCHES? They opened several halls in the past for shelter, and they need to do it again. I get that the locals are all tapped out, and this effort is too big for them to finance.

They need us.

Thank you for doing what you can to keep helping. And know that ALL my paid subscriptions go into our ministry, which is a private member association. I was working on getting the tax deductible status, but decided against it so that we don’t have to be accountable to the government. If you have ever given with an expectation for nonprofit deduction and would like your money back, simply message, text, or call me and we will return it.

My phone has been broken and unrepairable for two days, and I am on the way to get it repaired (again). There are many other things that I want to talk to you about, so thank you for your patience and I will get several important news pieces before you. We also have two people in the hospital, and are trying to keep them off ventilators, Remdesivir, and euthanasia drugs. Thank you for keeping them in your prayers, as well as Ed’s procedure on Monday, as we are expecting a call with the scheduled time of surgery for bladder cancer exploration. If it is present in his left kidney, they will remove it on Monday - but we know that God is shrinking those tumors even as I type, and the doctor will do a few things then close him up and send him home!

People don't seem to have grasped the need to search for bones, send them in for DNA analysis, then identify the person so that a Death Certificate can be issued. Until that happens, it will be years before people have closure.

Unfortunately, many will never be found.

Here, Lisa is correct by referencing “body parts”. It's good to see the change in mental thought, but I feel that it needs to be more widespread.

And we have yet to see a mass ceremony for all who are missing, something that is especially important for the children, so that they to go through the stages of grief.

Over the weekend, Ralph Avalonne, President of Patriot Survival Tactical Team (PSTT) nonprofit, was arrested. We had reported on him as describing the man buried in the mud (here), the 18-month old who died of hypothermia (here), the Search And Rescue (SAR) witness to the toddler (here), and the Fox News story that was to surfaced on it (here); that report has not yet aired. He had described the purchase of WNC land and an intent to place 400 containers on it, for homeless Veterans.

The nonprofit PSTT reportedly consisted of over 100 former military and first responders, some who had boots on the ground serving Western North Carolina (WNC). The news broadcast below reports on how PSTT has helped displaced survivors get into tiny homes, repair damaged homes, and other relief efforts.

Here is a Spectrum News 1 with Justin Fromkey, who now split off and formed a new nonprofit organization, “Raising Hope Disaster Relief”. He is pictured in the below news reel, evaluating a home that needs roof replacement and discussing how building materials are needed for communities that are still separated from outlying cities by downed bridges.

In the Space below, it is discussed that Justin had a record from thirteen years ago. It reportedly was related to inflicting harm on a child.

Justin has been validated by at least one person at the end of the Twitter Space (see lavender tweet) below, who stated that he has been boots on the ground, even leaving his crying kids at home to rejoin efforts for days on end. The general sentiment is that he is a “good guy” who they will continue to support.

Follow-Up for Our Donors

On Sunday, and I sent Sue an email requesting the process for donation returns. I sent another one today. We have since been gathering information.

In Summary

On the fifteen who reportedly died in the first frost of October, I stand by Dr. Mollie James and her source. On the 18-month old, I stand by my source, which is independent of Ralph and Twitter. On Justin Fromkin’s new nonprofit, a group of WNC profiles stand by it and selected Fireman Joe to serve on their Board. I will let you make up your own mind on whether to donate to them. Right now, I will not be recommending them because I would rather see people go into RVs.

For this reason and for the next weeks while people are still out in tents in the cold, I am recommending EmergencyRV and Shawn Hendrix’ Operation Shelter. Additional nonprofits that help the general area by building homes include Samaritan’s Purse and Mercury One.

I will go back and delete my previous post recommending PSTT.

And of course, I will continue to cover Hurricane Helene. As we get into February and March, we want to go back on another missionary trip.

Perhaps some of you could even join us and we can meet up there. They will undoubtedly still be building and repairing homes for at least another year.

WHAT I REALLY THINK

I was sick on Sunday, and in the very late evening, someone messaged me the Twitter Space discussing Ralph that was in progress, re: his arrest. I listened to it yesterday and have been gathering information to present to you today. At that time, no one yet knew about the arrest details, or that would have been the primary focus.

I am sparing you from the mocking Tweets sent by a few profiles, to which I simply replied that I was not going to render an opinion until the facts were known. I realized that self-defense could have been a plausible reason for an arrest to be made, and no one had any details of how an altercation had occurred.

In the Space, there was a discussion of a Friday night dinner where Ralph allegedly paid $1300 for a Friday night dinner for his girlfriend’s 50th birthday, paying with the nonprofit credit card. It’s not known if they were the only two people there or not, and Justin has not yet provided the receipts. In the Space, he said that he would absolutely do so. We are still waiting on this.

It’s difficult for me to believe that any woman would make up a story about someone brandishing a gun at her, or saying they would do things to hide her dead body. Ralph denies it, and no one has spoken on the record with him.

I don’t know the extent of what Ralph has done or not done, but it doesn’t look good and he may have wanted to commit suicide. I don’t wish that on anyone. I feel that there are a group of people who would actually be happy if Ralph died, and that is just wrong.

On the thread on Ralph’s arrest, it’s too bad that @NotK_US provides a lengthy summary, yet leaves us to discredit himself by hosting a pinned (“permanent”) tweet that is blatantly racist against Hispanics. I’m glad to have found it.

Otherwise, I feel bad for everyone. There are no ‘winners’ here. And the biggest need is for the people to get out of the cold and get into some housing.

Holy Father,

I am sorry for my sins. Forgive me, create in me a clean heart, EVERLASTING KING OF KINGS.

Raise me up to be a better person, and help me to live for Thee to an even fuller extent. Ready me ever more for the spiritual battle that seems thicker than ever, and provide me with Thy continual mercy and kindness, HOLY CREATOR.

I pray for all involved in this matter, Holy God. I pray for the truth to reign, and for the safety and protection of all, so that no one is harmed. THANK YOU, LORD.

Help those who have been hurt, those who are still hurting. Recompense them in Thy greatness. Bless any and all monies that have been donated, and get them into the people’s hands that need it for food, diapers, housing, and continued warmth in the cold, WE BESEECH YOU.

Above all, protect Thy people from harm, heal their hearts and souls, GREAT GOD OF ALL HEAVENS AND EARTH.

I pray for Ralph. May he not take his own life, dear Lord, and may he bring forth all sins unto Thee in contrition. May he turn to Thee in all things, ALMIGHTY LORD OF LORDS.

I pray for the former girlfriend, Allyson, that she seeks Thy face with all of her heart. May she remain under Thy wings, and be restored by Thy Holy Spirit. Grant her Thy peace, AS ONLY THEE CAN DO, POWERFUL GOD.

Fulfill Thy favor unto all of us, all-forgiving Lord of Lords. Bring our lives to Thy fruition, Thy servitude. May we be reminded that none of us are infallible, we all sin, and that our fellow man needs us. May we continue to reserve judgement to Thy Son, OUR LORD AND SAVIOR JESUS CHRIST.

CHARLOTTE, N.C. (WBTV) - A spokesperson for the Federal Emergency Management Agency, or FEMA, apologized Wednesday in response to a question from WBTV about why the agency failed to deliver dozens of trailers to North Carolina residents displaced by Hurricane Helene.

Our questions came after a FEMA spokesperson told WBTV the week of Thanksgiving that the agency would deliver a total of 103 temporary or portable trailer homes to families in North Carolina by the end of that week. At the time, FEMA had delivered 27 homes.

By Wednesday, Dec. 4, FEMA had still only delivered 46 homes -- well short of the number of promised trailers.

WBTV learned that more than 500 families have been approved for a FEMA travel trailer or manufactured home in the wake of Helene. The agency’s slow deployment of the homes means hundreds of families are weathering the snow and freezing temperatures currently hitting the North Carolina mountains.

Despite that, a FEMA spokesperson initially struck an upbeat tune in an interview with WBTV on Nov. 26. The spokesperson then doubled down on a promise to deliver homes to the more than 500 families who have requested one.

“There could be 500 of these eventually given out?” a WBTV reporter asked.

“Here’s the beautiful part about it, the answer is ‘yes,’ and we’ve done even more. So we can handle it,” said FEMA Media Relations Specialist La-Tanga Hopes.

On Wednesday -- after WBTV continued to press for answers about why the agency had fallen so short of its promised 103-trailer delivery goal by Thanksgiving weekend -- a FEMA spokesperson called and apologized.

The FEMA spokesperson said they had miscommunication within the agency and will caution against disseminating information with methods other than written communication in the future.

The FEMA spokesperson also told WBTV that the agency will not be issuing timelines for the delivery of the homes anymore because it is too difficult to confirm a timeline. They said that was, in part, because of the necessary utilities not being confirmed at the planned site, the weather conditions, roads being open, and the recipient showing at the scheduled time.

FEMA said there were 100 temporary homes in North Carolina, as of Wednesday. Forty-six had been delivered and the keys had been handed over to the survivor. Other homes were either undergoing a final inspection, in route to delivery, or waiting for the destination to be ready.

WBTV will continue pressing the agency for answers and track the agency’s delivery of homes to families in Western North Carolina.

Survivors of Hurricane Helene have until Jan. 7, 2025 to apply for disaster relief.

ADDENDUM December 10, 2024: For clarity, this road access issue was performed with the permission with the property owner(s). This has always been a State road issue, not a FEMA concern or jurisdiction.

While on the way to the Henderson County Sheriff’s Office, David James’ wife took two videos of him. This is the first:

David James pre-shot this video as he was on the way to report to the Henderson County Sheriff's Office, to be shown in case it was true that he got arrested.

David knew the allegations: using a chainsaw to cut the gate leading up the road the West Virginia Miners had cleared of severe debris left by Hurricane Helene. The gate blocked access to Bat Cave and Chimney Rock, along a 2.5 mile stretch with private homes. Without this road, residents must travel 90 minutes to access town. The first time the gate was placed, someone took it down. Then independent contractors were paid $288,000 to replace it and man it with 24/7 cameras.

The Charge: driving on a closed or unopened road, and “injuring a gate.” This is a Class 1 Misdemeanor charge that can mean up to 120 days in jail.

Quick thoughts here. The Sheriffs are the ones that are government employees, and I don’t necessarily believe what they say as an ‘official’ report.

A SPECIAL NOTE

P.S. No word on the 18-month old witness. Since participating in a Twitter Space on Tuesday night, much more angst has been directed toward me, Ralph, others, and , who is a gem. She hosted the Space and received what I consider to be malicious abuse by someone from a produced program.

Ralph Avallone told me that he got death threats, and he survived the Candlelight Vigil last night. But the tone has been so caustic that I am not going to push my source any further. For me, it is enough that I received an unasked-for contact telling me about the 18-month old who died of hypothermia - what are the statistical chances of that? That very fact confirms to me that the story is true. The loudest rebuttals claim that because the Sheriff’s office “debunked” it, I must be lying. Their cry for a witness does not have to be performed, and it distracts from getting people out of tents and into the warmth.

At this point, it seems more harmful to present a witness to a crowd of vicious dogs that would tear them apart. I may just take the heat. Let me know what you think, privately, if needed. And thank you for believing in me. I would appreciate your prayers.

Ralph has received a lot of serious THREATS for posting on Twitter that an 18-month old died of hypothermia in the Appalachians. Some include looking for his car. He has reportedly had death threats, even for his upcoming Candlelight Vigil tonight at 4 pm PST | 6 pm CST | 7 pm EST.

I have recently had lots of awful statements calling me a liar for validating Ralph's report on the 18-month old who died, saying I’m still brain injured, etc. I have spared you the troubles but you can see my Tweets and profile and the comment threads. Please remain in prayer for both of us, but especially Ralph. I am to hear back from our contact tonight on the witness(es) and hopefully, will hopefully get a statement.

The number one issue facing the victims of Hurricane Helene in North Carolina is housing, President and CEO of Samaritan's Purse, Rev. Franklin Graham, told Newsmax on Monday.

"Housing is still the number one issue," Graham told "The Record With Greta Van Susteren."

"That's gonna be the number one issue for a long time. People's homes not only were damaged — in many cases were washed away or washed off their foundation, and can't be built back because the land's unstable or now it's in the floodplain or the floodway, and the county's not gonna let you build back in that area again. So, there's a lot of issues."

Graham added that he is currently providing people with gift cards to get turkeys for Thanksgiving. He also noted that his organization plans to build and furnish 500 homes and 500 mobile homes for the victims.

Samaritan’s Purse Landing Page for Hurricane Helene Response in NC

Two monstrous hurricanes in as many weeks have left residents in the Southeast reeling. Samaritan’s Purse is responding to deadly Hurricane Helene across a broad expanse from Florida to Georgia and into the rugged mountains of western North Carolina and far eastern Tennessee. Many communities were decimated by flooding and landslides.

Milton unleashed torrential rain and ferocious winds across Florida after making landfall Oct. 9, near Siesta Key, south of Sarasota. The deadly and powerful storm, which entered the state as a Category 3 hurricane and left as a Category 1, spawned tornadoes and caused severe flooding. In the greater Tampa area, we are responding to damage cause by both Helene and Milton. We are also responding in Charlotte County (Punta Gorda area).

So many of our neighbors are hurting. We're thankful that we can respond and help in Jesus' Name.

We are providing relief throughout Watauga County—home to Samaritan’s Purse international headquarters in the town of Boone—and in neighboring counties around North Carolina’s high country and into Tennessee. Southwest of Boone, rivers raged outside their banks causing widespread destruction in and around Asheville, North Carolina. Our relief response there extends around Buncombe County, which includes Asheville, Black Mountain, Montreat, and Swannanoa. More recently, we opened a third base in the hard-hit town of Burnsville, to include Mitchell and Yancey counties, also in western North Carolina.

At our sites across North Carolina, we are doing tree work, mudding out homes, removing debris, and tarping roofs. Heavy equipment is being used to clear private driveways and private roads. In some areas, we are also offering water and potable water to the community.

WHAT I REALLY THINK

I will be completely transparent and tell you that Ralph Avallone at Patriot Survival Tactical Team has received a lot of heat. Death threats, personal vendettas, and accusations are still raging against him for reporting on the 18-month old who died in the snow a week ago Friday night /Saturday morning.

I cannot personally attest to his character or personality, but I find it concerning that on the one hand, the people of WNC absolutely NEED outside help, yet some are biting off the hands that feed them.

There's so much tragedy and suffering that the pain seems to overwhelm emotions. The rage against our government is so outrageous that some want to lash out at the nearest perceived enemy.

I pray no one gets hurt, and I hope no one goes after him.

Nevertheless, the story is true and I await my own independent confirmation today. Thank you for bearing with me and for supporting my efforts.

Later today, I will share some of the flack I've taken on my support of this story.

And I will add that you don't have to like the messenger to believe the Truth.
