He mistyped Skipper. A Captain in the Navy is equivalent to a Colonel in all other services - one rank below a one star Admiral or General. Skipper would be a Ship or Unit commander.
No, he was the Commanding Officer at the Navy Dive School in Panama City, FL. Not an easy place to work as an instructor. Not many leaders can stand out the way he did- the atmosphere was really positive and fun, which is hard to pull off at a place like that.
No problem - a leader like Mr. Cao is vital for success- especially in times like NOW. It takes a special kind of person to be able to influence an entire environment which has a tendency to be extremely demanding and otherwise miserable, and make it fun. I've only experienced that type of leadership maybe three times over a 20 year career. The guys I worked with loved working for him. I bet they'd follow him through the depths of hell because that dude really took care of his people. This is just my opinion, but Everyone I've talked to this far isnl super pumped that he's running for office!

Briefly met him and I would guess his wife and child. It is Virginia, not West. Sounds good, those born elsewhere know truth better than most US born.
