If they won’t delete it from https://web.archive.org/ - it will be there.

If you publish .pdf document on the web or provide the link. Some people use google drive for that.

Great questions: You can start writing your own article by taking screenshots like I did, and importing them into your article. The goal is to provide everyone with all pages of the content, since it will be erased by the NIH in 2 days.
